Pet Licensing & Microchipping Rules for Puppy Owners in Dubai & Abu Dhabi

Pet Licensing & Microchipping Rules for Puppy Owners in Dubai & Abu Dhabi

Bringing home a new puppy in the UAE is exciting, but before the cuddles and playtime take over, there's an important legal step every owner must complete: registering your pet with the correct municipal authority. Dubai, Abu Dhabi, and Sharjah each have their own pet licensing systems, and failing to comply can lead to fines or complications if your puppy ever gets lost. Here's exactly what Puppyfy UAE customers need to know.

Why Pet Registration Is Mandatory

The UAE treats pet ownership as a responsibility, not just a lifestyle choice. Municipal authorities require dogs to be microchipped, vaccinated, and registered so that:

  • Lost or stray puppies can be quickly reunited with their owners
  • Vaccination and rabies records are tracked for public health safety
  • Breeders, importers, and sellers (like Puppyfy UAE) can be verified as legitimate
  • Building management and communities can confirm pets meet residency rules

Dubai: Registering Through Dubai Municipality

In Dubai, dog owners must register their puppy with Dubai Municipality once it is at least 4 months old and has received its core vaccinations (see our Puppy Vaccination Schedule guide for timing). The process typically involves:

  • Implanting an ISO-compliant microchip at a licensed veterinary clinic
  • Submitting vaccination records, including the rabies vaccine
  • Paying the annual registration fee and receiving a dog tag/collar ID
  • Renewing the registration yearly along with booster vaccinations

Most vet clinics in Dubai can handle the microchipping and submit paperwork to Dubai Municipality on your behalf, which saves new owners a lot of back-and-forth.

Abu Dhabi: ADAFSA Requirements

In Abu Dhabi, pet registration falls under the Abu Dhabi Agriculture and Food Safety Authority (ADAFSA). Requirements are similar but with a few local differences:

  • Dogs must be microchipped and entered into ADAFSA's pet database
  • Certain breeds classified as "dangerous" require additional permits and muzzling in public
  • Owners must show proof of a suitable living environment if requested
  • Annual health checks may be required to renew the pet license

If you've imported a puppy through Puppyfy UAE from abroad, your pet's existing microchip number and international vaccination passport can usually be transferred into the local system rather than re-chipping from scratch.

Sharjah and Other Emirates

Sharjah has historically had stricter pet ownership rules, including limits on dog walking in public areas and restrictions in certain residential buildings. Always check with your building management or local municipality before assuming Dubai or Abu Dhabi rules apply the same way elsewhere.
