Pet Licensing & Registration Rules for New Puppy Owners in the UAE

Bringing home a new puppy in the UAE is exciting, but before you get swept up in toys and puppy pads, there's an important step many new owners overlook: legally registering your pet. Dubai, Abu Dhabi, and Sharjah each have their own municipal requirements for pet ownership, and failing to comply can lead to fines, complications at vet visits, or issues if your puppy ever goes missing. Here's everything a new Puppyfy UAE owner needs to know.
Why Registration Matters
Pet registration isn't just bureaucracy — it's what links your puppy's microchip to your contact details in an official municipal database. If your puppy ever escapes, gets lost at a park, or is found by animal control, a registered microchip is the fastest way to reunite you. Registration is also often required before you can:
- Book flights or travel with your puppy outside the UAE
- Access certain pet-friendly buildings, parks, and beaches
- Renew vaccination records at licensed veterinary clinics
- Apply for a pet passport if you relocate
Dubai: Dubai Municipality Requirements
In Dubai, all dogs must be microchipped and registered with Dubai Municipality within a set period after acquiring them. The process typically involves:
- Microchipping your puppy at a licensed veterinary clinic (many breeders, including Puppyfy UAE, microchip before handover)
- Submitting proof of vaccination, including the rabies vaccine once your puppy reaches the eligible age
- Registering the microchip number through Dubai Municipality's online portal or an approved vet
- Renewing the registration annually alongside vaccination boosters
Abu Dhabi: Department of Municipalities and Transport (DMT)
Abu Dhabi has similarly strict rules, especially for certain breeds classified as "dangerous" or restricted under local regulations. Before bringing a puppy home in Abu Dhabi, check:
- Whether your chosen breed requires a special permit (this mostly affects larger guard-type breeds, not typical companion breeds like Golden Retrievers)
- Building and community rules — many residential towers have their own pet policies on top of municipal law
- Mandatory microchipping and rabies vaccination before registration
Sharjah and Other Emirates
Rules vary slightly across the Northern Emirates, and enforcement can be less centralized than Dubai or Abu Dhabi. Still, it's wise to:
- Keep physical and digital copies of your puppy's vaccination book and microchip certificate at all times
- Check with your specific municipality before assuming a Dubai registration automatically applies elsewhere
- Ask your veterinarian directly — most UAE vet clinics are familiar with local registration steps and can process paperwork on your behalf
